Drug outreach project in Rhyl to be a beacon of hope
published on 23 Jan 2026
The Salvation Army and Kaleidoscope are working together under the name The Beacon to provide a new outreach service supporting people with drug and alcohol use in Rhyl.
The Beacon will be based at The Salvation Army on Windsor Street.
The aim of the service is to help more people get into treatment, improve their mental and physical wellbeing, and offer harm reduction advice that can prevent overdoses, deaths, and other drug or alcohol related harms. It will also help reduce pressure on emergency services and local Accident and Emergency departments.
Catherine Docherty, Area Operations Manager for The Salvation Army’s Homelessness Service in Wales, said:
“It is wonderful to see our church and community centre in Rhyl take such a forward-thinking and inclusive approach to supporting people across the town who face substance use challenges. Led by Majors Chris and Gladys Davidson, it is a dynamic, community minded space that welcomes all. We’re delighted to have Kaleidoscope, along with other community partners, sharing that space with us.”
The Beacon is for adults over 18 with a local connection to Rhyl who need extra support with substance use. This includes:
- people already in treatment who need more flexible outreach
- people who can’t access mainstream services
- people who have dropped out of treatment
- anyone who needs stabilisation before moving back into mainstream support
Rondine Molinaro, Chief Executive Officer at Kaleidoscope, said:
“Our shared vision is to deliver dynamic outreach and a truly accessible drop-in service. We will meet people where they are and offer harm reduction and treatment that feels safe, respectful, and effective. We are especially excited to bring lived and living experience into the heart of this work, embedding coproduction at every stage. Together, we are committed to supporting the Rhyl community with compassion, expertise, and hope.”
The walk-in service will be open Monday to Friday from 9am to 6:30pm, with additional support available on Saturday mornings from 9am to 1pm or as needed.
This new partnership aims to live up to its name, The Beacon, by standing out as a positive sign of hope, guidance, and encouragement for the Rhyl community.
